Miller writes to Phang at the White Memorial Hospital of his ideas for the medical work in China and broader educational needs in the Orient. A handwritten note appended at the end speaks to an offer by Mr. Sycip of Manila, Philippines, to build a hospital in Shanghai, but Miller believes that the Seventh-day Adventist General Conference is not in a position to act on the offer.
